The Durable Solutions Preliminary Operational Guide developed by UNDP, UNHCR, the Global Cluster for Early Recovery (GCER) and the Global Protection Cluster (GPC) and published on January 2016 was officially launched during the IASC Panel Discussion on Displacement that took place the 19th April 2016 at the Palais des Nations, in Geneva.
This Guide has been developed in accordance with the SG Decision: to develop guidance for field-based practitioners on how to develop a strategy for supporting durable solutions for IDPs and refugees returning to their country of origin in the aftermath of conflicts, disasters and other displacement situations. The Guide provides an indicative 9-step model with recommended points to develop a joint durable solutions strategy, making reference also to the stakeholders involved.
The Guide aims to have a 9-month field testing period so that by the end of 2016 we can have gained a groundswell of feedback on its usefulness and applicability. We have encouraged our field colleagues using the Guide to provide us with comments and feedback on their experience when working with it, i.e. how it’s been used, is it still relevant, what would they like to add as good practice or modification, etc.
