Early Recovery & Capacity Building Harmonization

Has there been any past experiences where Vocational Training and/or Capacity Building 'Working Groups' were established as part of the Early Recovery Cluster in any country of intervention? In Syria's non-government held areas, there are efforts to coordinate Vocational Trainings (VET) and Capacity Building activities by developing and adopting specific standards and guidelines. Particularly we are looking at starting a specific subject (renewable energy) as a pilot to coordinate and harmonize other subject matters. It would be great if there are any similar experiences and/or input to what we have in mind. Thank you.

Dear colleague, Thank you for your inquiry. Yes, in the past, few Early Recovery clusters activated in a protracted crisis established a capacity building sub-working group. This sub-working group was mainly setup to respond to the needs of the international community to have a one-shared and coherent platform on capacity building-related interventions across all the clusters. In setting up the sub-working group, the Early Recovery Cluster members and partners assigned the leadership to a national NGO representing a consortium on the basis of agreed terms of reference and a joint work plan.
