MSB is a government agency with a mandate given by the Swedish government to implement humanitarian action as well as support multilateral humanitarian actors (The UN family as well as ICRC) in humanitarian operations. The humanitarian operations spans a number of sectors, including logistics, information management, telecommunications, humanitarian coordination and Early Recovery. In addition to humanitarian action, MSB is an active partner in long-term capacity development for Disaster Risk Reduction vis-à-vis national government agencies, National Red Cross societies and UN agencies.

Early Recovery is relevant to MSB as it creates a link between short-term humanitarian interventions and longer-term recovery and development. As MSB is an actor present in both types of interventions, and stronger link between these two paradigms is needed, and often missing. In terms of Early Recovery, MSB supports the cluster with Information Management expertise as well as Early Recovery Advisers. More sector-specific capacities also at hand are Disaster Waste Management (individual secondments or team deployments), Aid Coordination support and support to local governance.
