As part of its role as cluster lead for Early Recovery, UNDP ensures that Resident/Humanitarian Coordinators and Country Offices operating in crisis and protracted crisis contexts receive, upon request, high quality and timely advisory support from Early Recovery Advisors (ERAs) and coordination support from Cluster Coordinators for Early Recovery (CCfERs).

Through the Crisis Response Unit (CRU), UNDP is building a critical mass of qualified and well-trained CCfERs and ERAs. The ERA is an inter-agency function that facilitates a cluster for the areas of early recovery not covered by other clusters. The key role of the CCfER is to ensure coordination and focus on areas where early recovery interventions can help build the basis for longer-term recovery.
