Presence and Proximity: To Stay and Deliver, Five Years On

Presence and Proximity: To Stay and Deliver, Five Years On, was commissioned by the Office for the Coordination of Humanitarian Affairs (OCHA), the Norwegian Refugee Council (NRC) and the Jindal School of International Affairs. The study reviews and analyses the impact of the landmark study To Stay and Deliver (published in 2011) on policy and operations in highly insecure environments. It looks at a host of issues, including the importance of acceptance strategies, the impact of remote-management strategies, shortcomings in program criticality exercises, the link between security and humanitarian programming and the impact of donor policies and practices on humanitarian action. It is targeted at various actors, including humanitarian organizations, the United Nations Department of Safety and Security, Governments and donor institutions.
